Careless drivers face on-the-spot fines

Reckless motorists could face on-the-spot fines and incur points on their licence for for poor driving, something which could have implications for their insurance costs.

Transport secretary Philip Hammond is unveiling plans in Parliament aimed at giving police in England, Scotland and Wales the right to issue on-the-spot fines to such motorists from 2012.

Those caught out under the new law for offences such as undertaking and tail-gating can get instant fines of £80 or more and three points on their licence.

Mr Hammond believes police will be more lenient on those who occasionally stray over the speed limit, arguing it is more important to deal with wilfully bad driving than small errors.

And those who get banned will have to re-sit their driving tests before being allowed their licences back.

Other recent proposals include the possible spot-fining of motorists for the throwing of litter out of cars, even if the driver is not the one responsible.

The government plans to insert the provision into its Localism Bill.
